Artificial Intelligence (AI) is one of the most impactful technological advances of our time. While AI has the potential to improve services and processes across our government, we must also be mindful of its associated risks. AI technology is rapidly evolving, and our policies and approaches must adapt accordingly. AI is not a future technology but a present reality that local government leaders must address to enhance services and better serve their communities.

As we implement AI solutions, we must be open about how we use the technology and work to build public understanding and trust. While exploring the benefits of AI, we must remain vigilant about data privacy and security use of this emerging technology’s responsible use, and ensure we are deploying the right tools in the right ways.

City of Fairfield AI Plan AI2

In November 2023, the GovAI Coalition was established to give local, state, and regional governments a voice in shaping the future of AI and ensuring that AI development is geared toward the benefit of society. The City of Fairfield formally joined the GovAI Coalition and its commitment to responsible AI.

The City of Fairfield is in the process of implementing a Technology Risk Management Program that will develop a Summary of Initiatives and Actions to deploy AI in the City.

AI Governance

Implement an AI Governance, Strategy and Implementation roadmap.

  1. Develop AI Governance in the City by developing policies and guidance for AI Governance and ensuring AI usage aligns with ethical standards, emphasizing transparency, fairness, and accountability.

  2. Assessment and Baseline Analysis

    • Current State Analysis: Evaluate existing infrastructure, data assets, and AI initiatives.

    • SWOT Analysis: Identify strengths, weaknesses, opportunities, and threats related to AI implementation.

  3. Identify and inventory “AI systems” and implement the NIST AI RMF.

  4. Strategic Priorities and Use Cases - Identify Key Areas for AI Deployment and Select Pilot Projects

  5. Communication and Engagement: Continue staff and community education and engagement about AI initiatives and their benefits.
