Clay Bank Road
Project Description
The roadway widening improvements are being completed as part of the overall Villages at Fairfield master planned community and is managed and constructed by the Rancho Tolenas Corp. and their contractors.
Planned improvements include adding two northbound lanes on Clay Bank Road from Cement Hill Road to Manuel Campos Parkway. These improvements will improve traffic circulation along this arterial roadway and provide proper traffic flow for the Villages Development.
The project also includes modification of the median, median landscaping, turn pockets, resurfacing of the existing southbound lanes, and installation of traffic signals at Manuel Campos Parkway, Gulf Drive, and Merriment cross streets.
Construction started in June 2024 and roadway work is anticipated to continue through the end of year. Landscape improvements are planned to start spring 2025.
Please note that this schedule is subject to change depending on weather, unanticipated circumstances, and seasonal access restrictions to creek areas.
Work will typically take place 7:00 a.m. to 7:00 p.m. from Monday through Friday. On occasion, if deemed necessary and as approved by the City, periodic night work and/or weekend work may be necessary. Prior notice will be given for night work, and if periodic weekend work is needed.
Project Updates
October 10, 2024
Teichert Construction (Contractor) is currently 95% complete with widening improvements on Clay Bank Road. Over the past couple of weeks, the contractor has completed striping improvements and energized the new traffic signal at Gulf Drive. Through the end of October, the contractor is working on remaining construction ‘punch-list’ items, which includes general site clean-up, installation of stormwater pollution prevention measures, etc.
Traffic control devices will remain in place during this time to allow construction crews and equipment to safely move through the construction area. Landscape improvements (i.e., planting and irrigation) along this stretch of Clay Bank Road will commence spring 2025. September 25, 2024
Please advise that there will be night work on Clay Bank Road between Cement Hill Road and Manuel Campos Parkway on Wednesday, September 25, 2024. The work is scheduled to begin at 9:00 P.M. and will continue until 6:00 A.M. the following morning.
The contractor will be installing permanent striping on the recently paved road. Motorist can expect lane closures and traffic delays while work is being completed. Please use caution and avoid the area if possible.
August 26, 2024
The contractor has made great progress on the widening of Clay Bank Road from Cement Hill Road to Manuel Campos Parkway. To facilitate the next phase of construction, starting on Wednesday, August 28, northbound traffic on Clay Bank Road will be shifted to the newly paved section of the road. The contractor’s current construction schedule anticipates paving work to continue through mid-September.
Please be aware that the new traffic signal at the intersection of Clay Bank Road and Gulf Drive will be activated on Thursday, August 26. Initially, the signal will be set to flashing red, requiring all motorists to come to a complete stop at the intersection. Please drive safely and follow all posted signs and signals.

Manuel Campos Parkway
Project Description
Rancho Tolenas Corp. (developer) is required to make widening improvements to Manual Campos Parkway, from the bridge over the Putah South Canal to Clay Bank Road.
The project will also include the installation of traffic signals at the intersections of Mystic Drive and Dickson Hill Road, as well as the construction of a driveway providing smoother vehicular access to the Cement Hill Water Treatment Plant, owned and operated by the Solano Irrigation District.
These improvements will improve traffic circulation along this arterial roadway.
Project Updates
Saturday, August 24
On August 24th, the electrical contractor (Tennyson Electric LLC.) recently completed the installation of the new traffic signal controller cabinet and battery back-up at the intersection of Manuel Campos Parkway and Clay Bank Road. With the widening of Clay Bank Road from 2-lanes to 4-lanes under construction, this traffic signal upgrades will allow for safe turning movements in the intersection. Upcoming this week, construction crews are installing traffic signal detector loops in the pavement which simply detect the presence of a vehicle or bicyclist and send a signal to the controller cabinet.
In addition, Public Works staff is preparing the construction contract documents to rebid the driveway improvements planned for the Solano Irrigation District Cement Hill Water Treatment Plant (Plant). The existing driveway to the Plant is located approximately 1,000 feet east of the intersection of Manuel Campos Parkway and Dickson Hill Road. The ultimate configuration of Manuel Campos Parkway includes a raised concrete landscape median at the existing driveway that restricts eastbound left turns. The City of Fairfield is required to complete access improvements to the Plant prior to continuing roadway improvements on Manuel Campos Parkway. The procurement schedule anticipates rebidding to start in October and awarding a construction contract in December. Construction is anticipated to start March 2025.
Wednesday, August 21
There has been some significant construction work involving the removal and replacement of curb and gutter on the stretch between Dickson Hill and Mystic Drive. The new curb and gutter have already been poured, and the next steps involve landscaping and patch paving. Here's a summary of the schedule:
Wednesday, August 21st: Landscapers will begin working on the landscaping in the area.
Week of August 26th: Contractors will start patch paving the newly installed curb and gutter.
