Why was the PUMP implemented?

The City of Fairfield's water infrastructure includes pipes, pumps, reservoirs, treatment plants, storage and related support facilities operated by the Fairfield Municipal Utility (FMU). Collectively, FMU relies upon this infrastructure to produce, transport, store, and deliver the water that flows to your tap.

When was the PUMP implemented?

The assembly of a water master plan is a best practice and will ensure that improvements can be made to the right components and the right time. On December 6, 2022, the Fairfield City Council authorized staff to begin efforts on the most extensive and comprehensive plan to date, which is intended to identify systemwide improvements over the next two decades. The PUMP will also serve as a planning tool to ensure that the City's water system can meet future needs while remaining adequately funded.

Public Utility Master Plan and Rates Study Information and Related Documents

The Fairfield Municipal Utility (FMU) is currently in a sound financial position and historically, has implemented modest rate increases over time in order to generate sufficient revenues to cover debt service, operations, capital improvements and reserve requirements. This model has served the community well and has kept FMU financially solvent. Before recommending a new rate schedule, City staff seeks to develop a comprehensive public utility master plan (PUMP) and rates study that considers the water utility’s capital improvement and the City’s future growth.

The PUMP will be used to inform a cost-of-service analysis and recommendation of a new water rates schedule that City Council will need to consider over the next year. Upon completion of the PUMP and rates study, City staff will return to City Council to seek approval of a new water rates schedule.

Water Rates Survey

The City of Fairfield is among several cities that have some of the lowest water rates in the Bay Area. The graphic above depicts average monthly rates for households using approximately 7,500 gallons per month. 7,500 gallons per month is equivalent to approximately 250 gallons per day per household.

Fixed monthly charges = portion of charges associated with the city’s ownership of the water system regardless of water consumption

Water usage charges = portion of the charges associated with a measured volume through the customer water meter

1 HCF = 748 gallons

*Residents in higher elevation zones may pay an additional pumping charge.
