What is the Paradise Valley Maintenance and Monitoring District?
The Paradise Valley Maintenance and Monitoring District (PVMMD) is a geologic hazard abatement district (GHAD) in the Paradise Valley area.
What is a GHAD?
A geologic hazard abatement district is an independent, public agency that oversees and finances the prevention, mitigation, abatement, and control of geologic hazards in a specific area. A “geologic hazard” is broadly defined as an actual or threatened landslide, land subsidence, soil erosion, earthquake, fault movement, or any other natural or unnatural movement of land or earth.
Why is a GHAD needed for the Paradise Valley area?
The Paradise Valley area has slope instabilities and areas that are susceptible to landslides. Because of the soil composition, the developer was required to create a GHAD to finance the prevention, mitigation, abatement, and control of the geologic hazards.

Who are the PVMMD Board of Directors?
The City of Fairfield City Council appointed itself as the PVMMD Board of Directors by Resolution 2010- 188 on July 6, 2010.
How are the PVMMD Board of Directors appointed?
The PVMMD Board of Directors were appointed in accordance with the Public Resources Code (PRC) Section 26567. The PRC requires the legislative body to appoint a board of directors by resolution within 60 days of district formation. The legislative body shall appoint five owners of real property within the district to the initial board of directors for terms not to exceed four years. Following the initial four-year term, the board of directors shall be composed of five elected directors. As an alternative to appointing five owners of real property within the district as the board of directors, the legislative body may appoint itself to act as the board of directors. If the legislative body appoints itself as the board of directors, the four-year terms and subsequent elections shall not apply.
What is the Assessment Study?
The Paradise Valley Maintenance and Monitoring District (PVMMD) is undertaking an Assessment Study to set an appropriate annual budget and evaluate a reserve goal for the District. During the assessment study, the consultant team will evaluate the PVMMD’s Plan of Control, prior Engineer’s Reports and Reserve Studies to make recommendations on funding for the District.
The District’s Plan of Control dictates the list of activities that the district will implement and the Engineering Report includes recommendations for annual assessment fees.
The Assessment Study is anticipated to be completed by the end of 2021.
